An 18-year-old Covington resident has been charged with second-degree murder in the fatal shooting of a man riding a scooter with friends in Skyway, after investigators linked a gun recovered during a Kent Police pursuit to the killing, according to the King County Prosecuting Attorney’s Office.
Isaiah Altree Bolar is accused of involvement in the Aug. 23 death of Connor Scott Overstreet near South 124th Street and South Langston Road (map below). The charge, filed Oct. 2 in King County Superior Court, includes a firearm allegation.
Prosecutors contend Bolar either fired the shot or assisted or encouraged the shooting. The documents do not identify him conclusively as the gunman.
Prosecutors requested a warrant with bail set at $3 million, citing concerns about public safety and flight risk. The documents do not include a judge’s ruling on that request.
Overstreet and two friends were riding Lime scooters south on South Langston Road shortly before 12:43 a.m. when occupants of a passing Toyota Prius yelled at them, according to a probable cause statement by King County Sheriff’s Detective Laura Peckham.
After an exchange of words, the Prius made a U-turn and stopped, witnesses told investigators. Overstreet approached the car and leaned toward its front passenger window. One friend reported seeing a muzzle flash as a single shot was fired from inside the vehicle, striking Overstreet.
The Prius then drove north. Deputies arrived to find Overstreet’s friends trying to help him. He was pronounced dead at the scene at 12:57 a.m., according to the statement.
Investigators obtained footage from a nearby home that captured the scooter riders and a dark sedan with lighting and distinctive wheel rims consistent with the car seen leaving after the shooting. The recording also captured a sound consistent with a gunshot, followed by the vehicle speeding away, Peckham wrote.
Footage from a King County Metro bus and several businesses helped detectives trace a similar vehicle through the area and toward southbound state Route 167, according to the statement.
Two days after the shooting, Kent Police pursued a dark Prius and arrested Bolar, its driver. Officers initiated the pursuit after a records check showed the car had been reported stolen in a May armed robbery investigated by Seattle Police, the documents state. The filing does not accuse Bolar of committing that robbery.
During the pursuit, a passenger left the car with a backpack and discarded it in a trash can, according to investigators. The passenger later told detectives Bolar had pushed the backpack into his chest and told him to take it.
Kent Police found a Ruger .357 revolver inside the backpack. It contained five cartridges and had one empty chamber, according to the probable cause statement.
A subsequent search of the backpack uncovered Bolar’s temporary driver instruction permit and a photograph of him with family members, investigators said.
Detectives also obtained records for a phone number associated with Bolar. An analysis found the records were consistent with the phone traveling from Covington toward Skyway, being near the shooting when it occurred and then following the route seen in surveillance footage, according to the statement.
On Sept. 28, Peckham received a Washington State Patrol crime laboratory report identifying the recovered revolver as the gun that fired the bullet and jacket fragment recovered from Overstreet’s body.
Prosecutors also said Bolar had been charged with attempting to elude police in connection with the pursuit.
Defendants are innocent until proven guilty in court.
