A 19-year-old Federal Way man, Alexis Andaluz Lozano, has been charged with Vehicular Homicide and Vehicular Assault following a deadly crash on SR 18 on Monday, Oct. 21, 2024.

According to charging documents, Andaluz Lozano was driving recklessly and under the influence of marijuana when he lost control of his vehicle, crossed the median, and tragically struck a car driven by 27-year-old Carmen Pauza, who was traveling with her 21-month-old son.

The 21-month old child – Altyn Stevens – suffered catastrophic injuries and died at the scene. Pauza suffered a severely fractured arm, broken leg and several broken ribs.

Pauza said she saw Andaluz Lozano lose control of his vehicle, but could not evade the violent, head-on collision that had closing speeds of over 100MPH.

Prosecutors said that Andaluz Lozano exhibited signs of impairment at the scene, including bloodshot eyes and confusion, and was found with marijuana paraphernalia in his vehicle. A search warrant was obtained for a blood sample to confirm the level of his impairment.

Authorities have set Andaluz Lozano’s bail at $150,000 and requested several conditions of release, including restrictions on driving and drug use.

Charges:

  • Vehicular Homicide: For the death of Altyn Stevens, 21 months old.
  • Vehicular Assault: For causing substantial bodily harm to Carmen Pauza.
